About Singapore-ICAO Developing Countries Training Programme

Opportunity Details

The Developing Countries Training Programme (DCTP) was started in 2001 by Singapore and ICAO. The DCTP, which is overseen by the ICAO Technical Cooperation Bureau and sponsored by the Singaporean government, has been extended for an additional three years, from April 2022 to March 2025.

It offers government personnel from qualifying developing ICAO Member States 330 Fellowships and 10 Scholarships to attend specialized training courses offered by the Singapore Aviation Academy (SAA). Ten scholarships and two hundred fellowships have been given out so far.

  • The fellowships pay for daily allowance, lodging, and course fees.

Singapore-ICAO Developing Countries Training Programme Requirments

  • Who have been recommended or endorsed by your Director-General of Civil Aviation, or a comparable position. Due to the restricted number of fellowships available, organizations should only nominate one applicant per course.
  • Whose professional backgrounds and portfolios are pertinent to the course being submitted for.

Documents Requirement:

  • The nomination form must have the approval of both the Director-General of Civil Aviation or an equivalent (Part 1) and your direct reporting officer (Part 2). You may find a copy of the nomination form right here. 
  • A passport-sized photo;
  • Your passport’s biodata page

Entry and Visa Requirements:

Please make sure that:

  • Your passport is valid for at least six months after the date you want to visit.
  • If necessary, you possess the appropriate transit permits for your trip as well as a valid entry visa for Singapore. To help with airport clearance, kindly bring a copy of the award letter to Singapore as well.

Application Date and Process

Step 1: Login / Create an iSAA1 account.
Step 2: Click on the course application link found in the DCTP brochure under the “Fellowship Application Link” column.
Step 3: Confirm that the course title and date you are applying for is correct. Select Country and Organisation Type and click Apply Fellowship.
Step 4: Fill in the required fields in the application form and upload the endorsed nomination form, passport-sized photograph and a copy of the biodata page of your passport.
