OVERVIEW
As per the latest Global Status Report on Road Safety 2023, road traffic injuries remain the leading killer of children and young people aged 5-29 years. The report also verifies that pedestrians, cyclists, and motorcyclists-especially those residing in low and middle-income countries-account for half of the total fatalities.

In response to this global crisis, the Global Youth Coalition for Road Safety members recently adopted the 2025 Global Youth Statement for Road Safety. The statement outlines key priorities for safer, more inclusive, and sustainable mobility, calling on decision-makers to invest in youth-led solutions and take urgent action. Now is the time for youth to lead. This call for proposals allows applicants to turn ideas into action and drive the change we urgently need.

To support enacting the Global Youth Statement, the 2025 Local Actions call for proposals invites official members of the Global Youth Coalition for Road Safety to develop original, impactful, and innovative projects that address road safety challenges.
 

WHAT IS A LOCAL ACTION?

A Local Action is a youth-led grassroots project designed to address urgent road safety and sustainable mobility challenges within local communities. These projects are short- to mid-term initiatives that drive tangible change by improving safety, accessibility, and sustainability in transportation systems.

To qualify, projects must be conceived, led, and implemented by young people taking active leadership roles in their communities. They should focus on reducing road traffic crashes and injuries through creative, inclusive, and innovative solutions that have a lasting impact.

Local Actions are more than just projects; they are catalysts for change, empowering youth to shape safer, more sustainable cities.

Project Themes

All proposals must tackle evidence-based road safety challenges while improving sustainable mobility systems in their communities. This year's call for applications has a specific focus on promoting:

1. Sustainable, Inclusive and Active Mobility (SIAM) solutions - SIAM prioritises the integration of walking, cycling, and other low-carbon modes of transport into urban mobility systems, reducing dependency on private vehicles while improving road safety for all. It emphasises equitable access to safe and sustainable transport options, ensuring that mobility solutions are inclusive of all individuals. This call for proposals seeks ideas that tackle road safety and incorporate sustainable transport solutions while addressing the specific mobility needs of vulnerable groups and communities.

2. Motorcycle Safety - Motorcyclists, especially young riders, are among the most vulnerable road users, facing high risks due to inadequate infrastructure, lack of protective equipment, and unsafe riding practices. This call for proposals seeks ideas that promote safety for two-wheelers, helmet use, and protective gear, advocate for motorcycle and helmet standards, and push for stronger enforcement of safety regulations to reduce motorcycle-related fatalities and injuries.

3. Speed reduction -› Speeding is a leading cause of road deaths and serious injuries, disproportionately affecting pedestrians, cyclists, and motorcyclists. Lower speeds save lives. This call for proposals encourages projects that advocate for 30 km/h speed limits in residential or commercial areas, implement traffic-calming measures, use technology to monitor and manage speed, and raise awareness about the dangers of speeding to create safer streets for all. The project proposal may address one or more of the key focus areas outlined above.

  • Seed Funding: Up to €5,000 per project, with a budget aligned to planned activities (max 5% for admin costs).
  • Technical and Advocacy Support: Guidance on setting SMART objectives and creating a detailed project plan.
  • Mentorship: Access to experts in key areas like advocacy, urbanism, fundraising, and stakeholder engagement.
  • Partnerships: Connection to local networks and partners for added support and long-term sustainability

Call for Proposals for Local Actions Requirements

The Mandatary Components are as follows; 

  1. You must be an official member of the Global Youth Coalition for Road Safety. If you aren’t yet, please sign up here.

  2. Take at least three modules of YOURS Academy, and provide three certificates accordingly.

  3. Have a partner organisation supporting and sharing accountability for the project implementation.

  4. You must be available to attend an Online Local Actions Residency Programme.
