About Azerbaijan Government Scholarship

Established by the decree of President Ilham Aliyev on July 8, 2023, the program provides selected candidates with the opportunity to pursue studies in Azerbaijan’s leading universities, including preparatory courses and undergraduate, graduate, doctoral, and medical residency programs.

The scholarship will benefit 100 international students each year. Eligible candidates include citizens from member states of the Organization of Islamic Cooperation, the Non-Aligned Movement, Small Island Developing States, and countries with shared cultural, ethnic, and historical ties with Azerbaijan.

Study Level and Duration: 

• Bachelor’s Program: 4-5 years
• General Medicine Program: 5-6 years
• Master’s Program: 1.5-2 years
• Medical Residency Program: 2-5 years
• Doctoral (PhD) Program: 3 years

Eligible Country: Several Countries:

• Member states of the Organization of Islamic Cooperation
• The Non-Aligned Movement
• Small Island Developing States
• Countries with shared cultural, ethnic, and historical ties with Azerbaijan

Benefits of Azerbaijan Government Scholarship

Selected candidates will benefit from Azerbaijan Government Scholarship as follows:

• Tuition fees are covered for undergraduate, graduate, medical, and doctoral levels.
• International flights to and from Baku, Azerbaijan annually.
• Monthly allowance of 800 AZN (470 USD) for living expenses, excluding July and August.
• Yearly medical insurance allowance of 200 AZN (117 USD).
• Visa and temporary residence permits are provided for each academic year.

 

 

Azerbaijan Government Scholarship Requirements

Who can apply?

The Azerbaijan Government Scholarship eligibility criteria are as follows:

• Not be citizens of or have terminated citizenship from the Republic of Azerbaijan to be eligible for the Scholarship. and be a citizen of eligible country.
• Age limits :
  • Undergraduate and general medicine programs: Under 35 years old as of 15 September 2024.
  • Graduate and medical residency programs: below 40 years old as of 15 September 2024.
  • Doctoral programs: below 45 years old as of 15 September 2024.
• The Selection Committee reserves the right to verify applicant information and take action according to regulations.
• Applicants willing to study in English must provide the following scores:
  • Undergraduate programs: minimum IELTS 5 (TOEFL 40)
  • Postgraduate programs: minimum IELTS 5.5 (TOEFL 50)
  • The language of study of the previous education must be English
• Previous degree(s) GPA of study (general secondary education, bachelor’s degree, general medicine education, master’s degree, medical residency) must not be less than 70 (on a scale of 0 to 100 or 7 on a scale of 10 or equivalent) of the relevant marking system
• The applicants should have good health conditions and provide the HIV/AIDS, Hepatitis B/C tests
• Meet language proficiency in any other language other than English (Turkish, Russian, Azerbaijani)

Required Documents

Following is the list of application supporting documents that all candidates should provide:

• Completed nomination form
• Submission of Diplomas and Transcripts from prior education (academic marks (GPA) minimum 70 required)
• Medical certificate including HIV/AIDS, Hepatitis B/C tests
• Valid passport copy
• CV or Resume
• Language proficiency:
  • English: Undergraduate: IELTS 5 (TOEFL 40), Postgraduate: IELTS 5.5 (TOEFL 50)
  • Russian or Turkish proficiency for respective languages
• Motivation letter
• Local and international awards documentation

Documents Criteria

The following are the prerequisites for documents:

• Documents should be legible and clear
• Document languages include Azerbaijani, Turkish, English, Russian
• Notarized documents
• Translations required for non-listed languages
• Submission in PDF format
• Recent medical certificate within three months
• All documents uploaded on the SIACAS website before the deadline (July 1 at 6 PM GMT Baku time)

Agronomy, Agricultural Engineering, Economy, Plant Protection, Soil Science and Agricultural Chemistry, International Relations, Business Administration, Design, Public and Municipal Administration, Ecology, Ecological Engineering, Electrical and Electronics Engineering, Information Technologies.

Master degree: 

Business Administration, Design, Government and Municipal Administration, World Economy, Marketing and Examination of Consumer Goods, Commerce.

PhD programs Offered in Turkish

Internal Fiscal Policy and Public Finance, The World Economy/Global Economy, Econometrics; Economic Statistics, Electronics, Types of Economic Activity, Economic Theory, Machines, Equipment and Processes.

PhD programs (language of instruction to be determined by professor)

Accounting, Food Technology, Field Economics, General Economics, Semiconductor Physics.

Application Date and Process

• Submit required documents to state entities by May 20, 2024, 6 PM Baku time for official nomination.
• If nominated, proceed to the second stage via the Study in Azerbaijan Centralized Admission Service (SIACAS) website from June 16 to July 1, 2024.
• Choose the “Heydar Aliyev – International Education Grant” program.
• Select two specialties at different Azerbaijani institutions.
• Track application status and receive notifications via SIACAS.
• The website will be open for applications from June 16, 2024, at 12 AM to July 1, 2024, at 6 PM Baku time.
• Only one application is allowed for candidates with multiple nationalities based on eligible nations.
• Applications nominated by respective countries proceed to Scholarship program evaluation.
