The Blind or Deaf Beneficiary Grant Program is a state-funded program that provides financial aid to blind or deaf Pennsylvania residents who are currently attending a postsecondary institution. To apply, first-time applicants must submit a signed letter confirming that they have been evaluated and are eligible to receive benefits from the Pennsylvania Office of Vocational Rehabilitation (OVR) OR a completed, signed, and dated Medical Professional Certification Form from your physician regarding your visual and/or hearing impairment (located on the last page of the BDBG Application). All applicants, including renewal ones, however, must submit the FAFSA (Free Application for Federal Student Aid).
